. complete bay area news coverage starts right now, this is ktvu channel 2 morning ktvu channel 2 news at noon. we have been following this story all morning, the sailboat stuck on a local beach. it turns out the sailboat stuck on the coast of pacifica has been stolen. authorities are now surrounding

the boat and tara moriarty has more on this information live at the beach in pacifica where there was a development in the story less than ten minutes ago, good morning, tara moriarty. >> reporter: you can see behind me they are over there with the jetski and they are bringing the woman on board this sailboat, this is the last of the three and she is being let up right now and she will be handcuffed as the other two people were just moments ago and you can see the boat is still stuck here in the sand. as we mentioned moments ago we watched police handcuff the two men who got off the boat first and this was something first responders never expected. the man from the 82 sailing yacht yelled he is not bulging. >> they are communicating with the people on the vessel, there

are two males and one female at this point. >> reporter: by boat, jetski and helicopter the coast guard was trying to help. >> there was some time we were trying to communicate with them but they were able to radio them on board and they do not want the coast guard's help at this point. >> reporter: they thought something was fishy and that's when they got a call from the boat's owner. >> he was not aware the vessel was taken out. >> reporter: the yacht called darling, the owner saw the news coverage this morning and he called police to report it stolen. law enforcement drew their guns this morning to try to coax the trio off and he appeared to be white in his 60s and had some knowledge of sailing. >> it is in a hole, turned the rutter back and forth, so he is doing all he can do but he is

in a really bad spot. >> reporter: the 10-foot kill snapped in the waters and the boat has not moved for hours. right now we are taking a look at the harbor from where the boat is kept an experts tell us the boat has been used for cruises around the san francisco bay and is worth $2 million and is referred to as the treasure of the harbor. they saw it leave the slip last night and according to the owner the captain has been accounted for and he does not know the people who took the boat. this is an ongoing situation, the woman is being let up bypass i have can police and they -- pacifica -- by pacifica police and ultimately the boat will be to tow it out of here and they don't know how much it

will cost to repair the keel and the owner is due to arrive and we will have more coming up with our co-worker allie rasmus. they found a 20-year-old man wounded and lying on the corner. they rushed him to san francisco general hospital where he died. about two blocks away on keith street, officers arrested a 22- year-old man. >> their officer and training officer did locate the suspect. they engaged in a foot pursuit. the suspect did -- and subsequently was taken into custody and nothing was recovered. >> reporter: investigators don't know the motive or if the shooting was gang related.

a man was shot in campbell and they are looking for the suspect in the first homicide in years. they heard gunshots for the first time on west lattimore avenue. they found the man lying on the ground and he was rushed to the hospital where he later died. no arrests have been made the and a motive is not yet known. >> we don't know exactly what happened. we don't have any information that there was a verbal confrontation but we are looking into all possibilities. >> police say a dark colored sedan was seen leaving the scene after the shooting. we have the return of clouds and some rain and most of us woke up to overcast skies. the first sizable rain storm is heading our way and that will happen tomorrow. rosemary will be here with

details on where and when we can expect that rain. they are trying to serve an eviction notice on a homeless camp near the airport. the city will wait to begin a cleanup at the campsite. the cleanup could take as long as two days and about 100 people live at the camp and that it has become an eyesore. a well-known restaurant went up in flames. the happy hound has been on los gatos boulevard for more than four decades. janine de la vega shows us how people are reacting to the noon, good afternoon. >> good afternoon. >> reporter: you can see this is all boarded up from the fire earlier this morning and many people have heard of this hotdog stand because many grew

up eating here. passersbies were shocked to see the happy hound had gone up in flames and they snapped pictures as they drove by. >> i thought i had to come and see this. >> reporter: early this morning they called 911 called firefighters and it took 40 minutes to contain the blaze but the outside damage was done. >> it is hard to comprehend that is what is really going on. >> reporter: firefighters say it looks worse than it is. one side was devastated but the other side was not touched. even firefighters who worked the scene were customers. >> i have had more than my share. >> reporter: what is it about this place? >> well, i don't know if this stuff is healthy but it is tasty that is for sure. >> reporter: he started this place when he was a child.

he is trying to be optimistic but said it is depressing. >> i have worked here all my life so it is tough. but it will be back and better than ever. >> reporter: fire officials say the fire started in an exterior storage area where there was a freezer plugged in. they are looking into the possibility that it was electrical but the owner is hoping to open back up in the next two months. janine de la vega, ktvu channel 2 morning news. >> thank you, jeanine. arson investigators are looking into a suspicious fire which broke out at noon at independence high school. it damaged offices and a lunchroom that students use. this is the scene and it is the third suspicious fire at the school in the past week.

atlanta said the little girl was born to an hiv positive mother. within hours of her birth, they started an aggressive treatment to the infected baby and then the baby went a few months without the medicine. the girl is two and a half years old and is said to be functionally cured. doctors are hoping to represent application kate the results. john fowler is talking to doctors about the break through and we will have that story at 5:00. a horse created some major problems to the freeway prompting a closure of the roadway. brian flores joins us live from martinez and the horses have now been reunited with their owners, good morning, brian. >> reporter: chp knows how this

incident turned out and the good news is the horses and the owners are okay. two horses are doing just fine but not before they were seen walking a busy freeway off ramp this morning. >> we were trying to figure out where the horses came from citizens tried to walk one of their horses back to their pasture. >> reporter: they say they responded to the interstate around 240 this morning -- 2:40 this morning and when they arrived they found good samaritans tending to the lost horses. they led them to a grassy area off the busy road. >> those were big animals. >> reporter: chp said the horses are lucky, had they been loose on a busier time of day, the outcome would not have been good >> these horses were led on a lead rope and one horse was

skittish about the trailer and we actually never got the horse back into the trailer, we had to walk the horse back to the property. >> reporter: this is the only time animals have escaped but in this case loose fencing was the issue. >> it is not uncommon for livestock getting loss in contra costa county. >> reporter: ktvu channel 2 news tried speaking to the owner and they declined to comment and it is unclear whether or not these horses escaped and as for the owners, they say they will continue to investigate. >> at this point nobody is in trouble and we will talk to the owner and decide whether they will receive an at large citation. >> reporter: they have these calls many times during the year in fact last month they responded to a runaway camel, also here in contra costa.

the incident shut down the highway and was opened a short time later, brian flores, ktvu channel 2 news. the latest incident was in hayward early yesterday. police say the driver of a suspicious car tried to run over an officer. the officer opened fire and the passenger was killed. the driver is now facing assault and homicide charges. the first in a series of deadly police shooting was the last thursday. a deputy killed a suspect and on saturday, they killed a car thief who reportedly pointed a gun at police. and saturday night, a union city officer killed a man who reportedly pointed a gun at the officer at a traffic stop. >> more people have better guns or they are not afraid of cops anymore. >> officers have a tough job and i am proud of what they do.

>> the first shooting came after two officers were shot and killed in san jose. although the cases need to be investigated independently when you see a cluster of officer murdered, it does ring a red flag. the two officers memorial's 0 killed in the line of duty are scheduled for this afternoon in the hp pavilion and we will also stream the service on www.ktvu.com. fade is the first week day since the sequester budget affects were signed into law friday where they are split between domestic and defense programs. they were unable to agree on a budget plan. the sequester will take place over the next several months

and many could receive furlough notices. secretary of homeland security janet napolitano said security lines at some airports are also receiving delays because of the forced cuts. president barack obama is going to wal-mart to help fill his cabinet. he has tapped his next budget chief and she served at the office of management and clinton administration and was chief of staff to former treasury chief of staff robert rubin and she apparently runs the wal-mart foundation. >> cilia knows -- civvy -- this woman knows the budget and she knows about the true economic growth in this country and that's a strong middle-class. >> reporter: she was one of three nominees and president barack obama nominated the next

secretary and gina mccarthy to lead the environmental protection agency. they will preserve open land around san jose. an agreement has been approved for the peninsular open space trust. the deal will double the amount of protected land for wildlife and public recreation for years to come and the land will be managed by the santa clara county parks' department. cold and mostly cloudy around the bay area, i do expect we'll see some sunshine but for some of us it will take longer than for others. a look at that bay and the cloud deck, still offer fully thick. meanwhile redwood city to the east bay, antioch turning

mostly sunny in the next few hours and mountain view is sunny as well. most of us are five to 10 degrees cooler than where we were hours ago. i am showing you a three hour time lapse so you can see the clouds slowly eroding and by the second half of the afternoon most of us will see sunshine and it will remain on the cool side for most of the today and i want to point out 200 miles will begin to pull in some rain. at this hour we are partly sunny skies -- partly sunny and by the afternoon we'll see better sunshine here but the second half of the day looks better than we started. looking at tomorrow, i do expect the rain will start to move in and most of our tuesday will be dry it looks like all the way from tuesday into the evening hours.

so at 6:00, it is falling over the east bay and by 10:00 or 11:00 we settle into the east bay. it will continue to fall on the avenue night hours. scattered showers in the forecast, expect wet roadways -- roadways and i think maybe a few lingering clouds, maybe the hills are picking up about an inch but it is going to be cool out there, mid-to-upper 50s for the afternoon and snow levels are dropping down to 3,000 feet which means some of the highest hills will pick up a dusting. a few degrees cooler than where we landed yesterday, san jose you are looking at 60 for the afternoon and the extended forecast for the afternoon, here comes the rain and we start off in the afternoon with

clouds and a cool day and there is the rain and we will continue until thursday and the good news is, we are getting much needed rain and noun attain snow -- mountain snow for the sierra. we will be dry in time for the weekend. the long awaited lights project is set to make history on the bay bridge. at 9:00 the 2 5,000 led light display will brighten the northwestern span. it is a display two and a half years in the making. with the artists there were more than $2 fans. the lights will be there so you have plenty of time to see them. queen elizabeth spent one day at the hospital because of a stomach infection.

she was admitted as a precautionary measure. her trips have been called off including the trip to rome. it was the first time the trips had been called off. a company in the bay area is already putting out the help wanted signs for the summer. stay tuned. [ crickets chirping ]
